Director of Dry Utiliites

After a brief retirement Jeff Powers joined Paul A. Moote & Associates, Inc. (The Moote Group / URN) as Project Manager in 2006 working on various dry utility projects. On January 1, 2008 was promoted to Director of Dry Utilities for the Utility Resource Network (URN) / Applicant Design Specialists (ADS) organizations. The Utility Resource Network Team provides dry utility coordination for various projects, including commercial, industrial, residential nd municipalities. The Applicant Design Specialists Team provides applicant design for electric and telecommunications services in residential, industrial and commercial projects. Prior to joining The Moote Group, Jeff spent his previous 32 years in the telecommunications sector working for Pacific Telephone and AT&T. Jeff's most recent assignment, prior to retiring from AT&T was managing the Outside Plant Team, responsible for building a 2,500+ mile local fiber optic network within the large metropolitan areas of California. This Outside Plant Team was responsible for budgets, designs, engineering, construction and maintenance of this 2,500+ mile fiber optic network.

Scott Porterfield, LEED GA, QSP

Cost Estimating - Senior Project Manager

One of our seasoned industry experts, Scott Porterfield, is a senior project manager whose experience as a general engineering contractor enhances many of our services at The Moote Group. He has been the responsible managing principal for several major projects, including our management of the $25 million Bluebird Canyon Emergency Landslide Repair in Laguna Beach. He also was in charge of producing cost estimates, analyses and pro formas for the $200 million redevelopment of the 391-acre NBC Universal Backlot Site. Porterfield has worked in the construction industry for more than 24 years at every level from assistant to principal. His knowledge of managing complex grading operations and diversified engineering projects also compliments the firm’s earthwork management division and forensic estimating department. Scott earned his LEED, GP, QSP and races on The Moote Group Triathlon Team.

Terry Paulson

Bid Administration - Senior Project Manager

Terry Paulson is a senior project manager who handles public and private bid administration for The Moote Group. His team prepares approximately 100 public bid packages a year and manages the bid process of Community Facilities Districts. Paulson brings 30+ years of senior level executive experience in estimating and project management. In the late 1980s and early 1990s, he owned an underground utility construction company, growing the firm from $800,000 to $11 million in revenues over just seven years. Whatever the land management job – estimating, project management and bid specifications - Paulson has done it before and is a valued resource within The Moote Group.

Tim Markel

CFD Administration - Reimbursement Division Manager

Tim Markel is extremely popular with many of our clients, because his primary job is to put money back in their pockets. As the reimbursement division manager, Markel oversees the day-to-day reimbursement submittals to public agencies for developer costs in Community Facilities Districts. When our clients hit a roadblock, Markel is there to work through the situation and play to the strengths of everyone involved, as he did during the Rancho Mission Viejo-Ladera Ranch project. Markel has a bachelor’s degree in accounting with a minor in finance from the University of Las Vegas, Nevada, and eight years of experience in the industry.

Greg Perrine

Project Manager

Greg PerrineGreg joined The Moote Group in March 2006 and has been assisting landowners and developers with the various facets of contract administration, project management, fee reimbursement agreements and the reconciliation of eligible infrastructure costs through various public financing and fee instruments (CFD, DIF, TUMF, RBBD, etc.).  Before joining The Moote Group Greg attended and completed his education at Chapman University obtaining a Bachelor of Science in Finance and Entrepreneurship.  Over the years Greg has managed many land development projects that required extensive knowledge of the onerous public works requirements such as Davis Bacon wages (“prevailing wages”), contractor change order review and agency approval, as well as processing requests for information (“RFI”) and submittals through their pertinent channels.  Greg has successfully administrated and coordinated all types of infrastructure projects that require cohesive communication with the contractor, engineer of work (“EOW”) and the many Southern California municipalities who ultimately own and maintained the completed facilities.

Erica Passavanti

Project Manager

Erica joined The Moote Group in January 2006.  Erica graduated from the University of San Diego with a Bachelors of Business Administration degree. Over the years, she has gained extensive knowledge of the public bid administration process and requirements of nearly all Southern California agencies. Having an excellent rapport and the confidence of the agencies, she has been able to properly manage and expedite the bidding process of approximately 500 projects. Erica is also responsible for preparing all Requests for Proposals (RFPs) and Statement of Qualifications (SOQs) for The Moote Group’s marketing efforts. Erica is an active member of the BIA of Orange County Next Generation Group, Urban Land Institute (ULI) Young Leaders Group and the USD Alumni Association-Orange County Chapter. With her overall willingness to help with any task necessary, she has proven to be a great asset to our team.
