Marji Knitter

President

Marjorie A. Knitter, the inspirational president of Moote Companies, a full service land management firm that assists developers, builders and lenders in all aspects of land development management and infrastructure programs from entitlement through finished lots. She is well known in the Southern California construction industry, with more than 29 years of experience in providing land development solutions. She is engaged in numerous related industry associations and holds leadership roles in most. 

Marji oversees all aspects of business planning, development and management for the firm's employees. She has a leadership role in many of the company's services such as developing feasibility studies, constructability analysis, offsite cost estimates; administering bid packages and contracts; and negotiating construction reimbursement agreements for public improvements performed through private development. Marji personally performs the associated work and leads the development project team providing pro forma development and costing, whether the developer is buying, selling, borrowing, budgeting or building out the project. 

 Marji also races with Moote's Sprint Triathlon Team.

Paul Moote

Vice President, QSP

Paul leads the land development cost estimating department with 35 years of experience. He has been involved in many different sized projects, from one lot to over ten thousand lots. Over the years his cost estimating and construction management experiences have involved all major types of infrastructure from water tanks, well installation, well abandonment, regional detention basins, freeway interchanges, bridges, environmental clean up strategies, landslide repairs, soil nailing, stone columns, jack & boring, habitat restoration, landscaping and numerous other challenging land development and construction issues. California is the "land of complex geology" and expertise is required to accurately forecast the land development costs. Each project is unique. Paul has the knowledge, expertise and passion to custom build a land development estimate that accurately reflects the development costs.

Paul demonstrates this in his work product, training and lectures.

Scott Porterfield, LEED GA, QSP, CESSWI

Principal, Director of Construction Management

One of our seasoned industry experts, Scott Porterfield, Principal and Director of Construction Management whose experience as a general engineering contractor enhances many of our services at Moote Companies. Scott's experience includes project management of the $25 million Bluebird Canyon Emergency Landslide Repair in Laguna Beach. He also was in charge of producing cost estimates, analyses and pro formas for the $200 million redevelopment of the 391-acre NBC Universal Backlot Site. Porterfield has worked in the construction industry for more than 26 years at every level from assistant to principal. His knowledge of managing complex grading operations and diversified engineering projects also compliments the firm’s earthwork management division, constructability analysis, value engineering and contract document preparation.

Scott earned his LEED, GP, QSP and races on Moote's Triathlon Team.

Greg Perrine

Principal, Due Diligence, Special Projects

Greg PerrineGreg assists landowners and developers with the various facets of due diligence support, contract administration, project management, fee reimbursement agreements and the reconciliation of eligible infrastructure costs through various public financing and fee instruments (CFD, DIF, TUMF, RBBD, etc.).  Greg attended and completed his education at Chapman University obtaining a Bachelor of Science in Finance and Entrepreneurship and is in the process of obtaining his MBA.  Over the years Greg has managed many land development projects that required extensive knowledge of the onerous public works requirements such as Davis Bacon wages (prevailing wages), contractor change order review and agency approval, as well as processing requests for information (RFI) and submittals through their pertinent channels.  Greg has successfully administrated and coordinated all types of infrastructure projects that require cohesive communication with the contractor, engineer of work (EOW) and the many Southern California municipalities who ultimately own and maintained the completed facilities.
